PCS to Luke AFB — 90-day home buying checklist for AZ

If you got PCS orders to Luke AFB and you want to walk into a closing instead of into 60 days of temporary lodging, here's the week-by-week 90-day prep that gets it done. Especially relevant for May-August arrivals — AZ summer market is brutal for unprepared buyers.
The big picture
You have ~90 days from notification to report date. Goal: be in your new home within 30 days of arrival, ideally before. Path: 60 days of remote prep + 30 days of intensive offer-writing while closing happens.
Weeks 12-10 (90-75 days out)
- [ ] Get TBD pre-underwriting started. Not just "pre-approval letter." Full income + credit + asset verification on a to-be-determined property basis. This takes 2-3 days of paperwork submission + 5-7 days for the lender to complete.
- [ ] Verify your Certificate of Eligibility is current. If you've never pulled one, request through VA.gov or have your lender pull it. Takes 1-3 days.
- [ ] Verify your VA entitlement. If this is your second VA loan, run the entitlement math before house-hunting.
- [ ] Identify your target neighborhoods. Luke commute zones: Surprise (15-25 min), Litchfield Park (10-15 min), Goodyear (15-20 min), Buckeye/Verrado (20-30 min), Peoria (25-35 min), Glendale north (5-15 min). Each has different price ranges + family considerations.
- [ ] Connect with an AZ realtor who specializes in vet PCS situations. Mike can introduce you to several.
Weeks 10-8 (75-60 days out)
- [ ] Run BAH math using the BAH calculator. 2026 Luke AFB BAH for E-5 w/dep: $2,289. Lock realistic price range.
- [ ] Check insurance quotes for target neighborhoods. Most West Valley standard market, no wildfire issues. If you're considering Wickenburg or Anthem-North outskirts, get specific quotes.
- [ ] Identify schools if you have school-age kids. Dysart Unified, Litchfield Elementary, Verrado, Liberty Elementary all relevant for Luke families. School calendar alignment matters for mid-year PCS arrivals.
- [ ] Pre-PCS visit if possible. Some commands allow advance travel. Even 3-4 days of in-market touring helps massively. Many veterans skip this and regret it.
Weeks 8-6 (60-45 days out)
- [ ] House-hunt actively (remote OK). Most AZ realtors do FaceTime tours, send video walkthroughs. Identify 5-10 finalists.
- [ ] Send Mike target addresses for pre-offer VA approval checks. Some master-planned communities (Verrado, Estrella) need building-level VA approval verification before offering.
- [ ] Start watching specific neighborhoods daily. Set up MLS alerts. Summer market moves fast — homes can list and go under contract in 5-7 days.
Weeks 6-4 (45-30 days out)
- [ ] Write offers. In AZ summer market, expect to write 2-3 offers before winning one. Use these tactics:
- 0% concession asks (use lender credits instead)
- 25-day close commitment
- 2-3% earnest money
- Pre-positioning language in the offer about VA appraisal speed
- [ ] Don't get demoralized after losing 1-2 offers. This is normal. Most winners are buyers writing 3+ offers.
Weeks 4-2 (30-15 days out)
- [ ] Open escrow on winning home. Title company gets going.
- [ ] VA appraisal ordered immediately. Mike orders same-day on contract acceptance.
- [ ] Home inspection — separate from VA appraisal. Do this in your inspection window (typically 5-10 days from contract). AZ-specific items: AC system, termite warranty, pool equipment if applicable.
- [ ] Final underwriting wraps up — minor doc requests typically. Be responsive within hours.
Weeks 2-0 (final 14 days)
- [ ] Insurance binder secured. Most carriers can issue within 24 hours of request.
- [ ] CTC (Clear to Close) issued by underwriter.
- [ ] Closing disclosure delivered to you 3 business days before closing (federal requirement).
- [ ] Final walkthrough day of closing — verify any seller repairs are completed.
- [ ] Closing. Sign documents. Get keys. Note: VA requires primary residence occupancy within 60 days of closing.
What if I arrive at Luke before closing?
Two options: - On-base TLF (Temporary Lodging Facility) — limited capacity but available - Extended-stay hotels — Surprise, Goodyear, Litchfield Park all have multiple options ($90-$140/night)
Budget 30-45 days of TLF if your house-hunting was rushed or your PCS report date hit before you found the right home.
Common Luke AFB PCS mistakes
Trying to house-hunt only after arrival
You'll be in TLF 45-60 days. Burnout sets in. Prep ahead.
Assuming BAH covers everything
2026 Luke BAH dropped 5.1% from 2025. Run the math + plan for AZ summer utilities ($300-$450/month June-September on typical homes).
Skipping the home inspection because VA does an appraisal
Different things. VA appraisal verifies value + minimum property requirements. Home inspection identifies condition issues + repair needs. Both important.
Writing weak offers because "VA is special"
Listing agents have heard this. Be aggressive + specific + tight on terms.
