Using a VA loan to buy a fixer-upper in Arizona

VA loans aren't just for move-in-ready homes. Two programs let AZ veterans use VA financing for fixer-uppers + homes needing significant work: VA Renovation Loans and VA Construction Loans. Here's how each works in the Arizona market.
VA Renovation Loan (for existing homes needing work)
The VA Renovation Loan lets you finance the purchase PLUS the renovation costs in a single VA loan. Key features:
- $0 down (like standard VA)
- Funding fee still applies (waived for 10%+ disability)
- Renovation costs financed at the same VA rate as the purchase
- Loan amount can be up to the post-renovation appraised value (called "subject-to" value)
- Same VA loan limits apply ($832,750 baseline in AZ)
Real example: Buying an older Tucson home for $285K that needs $45K of renovation. VA Renovation Loan funds the full $330K (purchase + reno) at $0 down. Renovation work happens after close + funds are released to contractors in draws.
Which renovations qualify
VA Renovation Loans cover: - ✓ Kitchen + bathroom remodels - ✓ Roof replacement - ✓ HVAC system replacement - ✓ Electrical + plumbing upgrades - ✓ Floor replacement - ✓ Energy-efficiency upgrades (windows, insulation, solar) - ✓ Accessibility modifications (for disabled vets) - ✓ Pool replacement or repair (pool addition is harder) - ✓ Structural repair - ✓ Termite damage repair - ✓ Foundation repair
Does NOT cover: - ❌ Luxury additions (pool installation from scratch is borderline; case-by-case) - ❌ Detached structures (separate sheds, casitas) - ❌ Anything that doesn't increase property value - ❌ Cosmetic-only upgrades that don't address habitability
How the process works
- Find the property + estimate renovation cost. Contractor quotes required.
- VA appraiser does TWO appraisals. "As-is" value + "subject-to" value (post-renovation). Loan amount is the lower of contract price plus renovation or post-renovation appraised value.
- Lender + VA approve the renovation plan. Contractor must be VA-acceptable.
- Close the loan. Renovation funds escrow at closing.
- Contractor does work in phases. Funds released in draws as work is verified.
- Final inspection. Once work is complete, escrow closes out.
AZ-specific renovation considerations
Termite + pest treatment is common
Many older AZ homes need termite remediation as part of renovation. This is VA-eligible + often AZ-specific.
Summer construction is faster
AZ contractors prefer June-September for outdoor work + interior work (less holiday-season disruption). Schedule renovation start for late spring if possible.
Pool repair vs replacement
Most AZ homes have pools. Replacing pool plaster or fixing equipment is straightforward VA Renovation. Adding a new pool is rare + requires extra justification.
Wildfire mitigation in mountain areas
Flagstaff, Sedona, Payson homes can use VA Renovation for defensible space + ember-resistant venting + Class A roofing — these are habitability + safety improvements.
VA Construction Loan (for ground-up new construction)

Older Phoenix home needing $40K kitchen + bathroom updates
$425K purchase + $40K renovation = $465K VA Renovation Loan. Works easily. Move in after renovation (typically 60-90 days post-close).
Tucson historic neighborhood home needing $80K work
$315K purchase + $80K renovation = $395K VA Renovation Loan. Works if post-renovation appraisal supports the value. Historic district restrictions may slow the project.
Sierra Vista E-7 needing termite remediation + roof on $250K home
$250K purchase + $30K renovation = $280K. Works easily. AZ disabled vet rated 100%: funding fee waived = even better.
Mountain home in Flagstaff needing $25K wildfire mitigation
$485K purchase + $25K renovation = $510K. Defensible space + Class A roofing financed. Insurance becomes more available post-renovation (which itself saves $1-3K/year in premium).
What VA renovation isn't great for
- Brand new construction (use VA Construction Loan instead)
- Properties needing >25% renovation of purchase price (lender comfort decreases above this)
- Fully gutted shells (some lenders treat as new construction)
- Properties without basic habitability (no electric, no water, etc.) — VA prefers move-in-ready or close
Time to close
VA Renovation typically takes 35-50 days vs standard VA 25-30 days. Two appraisals + plan review + lender renovation underwriting all add time.
